In July 2021, AB 104 was passed and signed into law. AB 104 provides options for students in the areas of retention, transcripts for high school and graduation requirements. The information below outlines the options. Although these options are available, parents should carefully consider the long-term impacts for their student before requesting any changes.
AB 104 Support Available
Kindergarten - 11th grade in 20-21
Students in grades K-11 during the 2020-2021 school year with unsatisfactory grades (“-“ in Kindergarten/TK; “1” or “2” in grades 1-6; or “D” or “F” in grades 7-12) may request to have a consultation meeting to discuss being retained in the previous grade level. Parents requesting this consultation should complete the Retention Request Form and return it to the office. A meeting will be scheduled within 30 days to discuss your request and next steps. Please understand that a consultation meeting to discuss retention will not guarantee that your student will be retained.

Pass/No Pass Grade Changes:
Grades 9-12 only in 20-21
High school students during the 2020-2021 school year may request to have one or more of their letter grades converted to Pass/No Pass. Please understand that this change will not affect the student’s GPA, but that some universities may not accept a grade of “Pass.” If requesting this option, please include a copy of the Grade Change Form along with the AB 104 Request Form. Universities who will accept Pass/No Pass transcripts can be found at the bottom of this page in "Resources and Forms for AB 104." Some universities or post-secondary institutions, including those out of state, may not accept a Pass or No Pass for admission consideration.
Timeline: Parents/Guardians or students over the age of 18 will have only 15 days from the date we post this notice to request a grade change. HomeTech is not allowed to change grades to Pass/No Pass after the 15 days. Once the request is received, HomeTech will have 15 days to change the transcript and notify the parents/guardians or student over the age of 18 of the change.
Modification in Graduation Requirements:
Grades 11 and 12 only in 20-21
If the student was in the 11th or 12th grade in the 2020-2021 school year and failed to meet one or more classes needed to meet high school graduation requirements, and either did not graduate or is not on-track to graduate, the student may request to reduce the graduation requirements to the State minimum requirements for graduation. However, students may not be eligible to attend a 4-year university directly after high school and may first need to attend a community college. Student and parents wishing to do this will need to sign a contract outlining the revised credit requirements. Fifth Year of High School:
Grades 11 and 12 only in 20-21
If the student was in the 11th or 12th grade in the 2020-2021 school year and the student did not graduate or is not on-track to graduate, the student may request to remain in high school for a fifth year.
